President’s intro – We had BOD meeting last week, got a lot accomplished in this 3 hr meeting. Dylan Matsch will be our new Road Captain - congrats. RonLarscheid donated 2 American flags – thank you – we now will need 2 flagpoles to hang them. MN legislative director Jeff Bradt has stepped down, we are looking for a new MN Legislative Director – if interested see me after meeting. We have decided to not raise dues for 2009. We are looking at other money saving ideas to keep our dues low. We will be doing electronic phone calls in lieu of postcards for a 6-month trial.

Road Captain – Stepping down Dec. 31. Dylan Matsch has accepted the position. Currently computing the most member miles contest. Will give prizes/trophies near the end of the meeting. Thank you to Dave Eiynck for all the great rides he has led.
Legislative MN – BOD talked about possible bills – Requiring mandatory training for new riders and raising registration fees for more training. Mandatory training was discussed at the MOTM; ABATE MN has said that they would not support it. MMAC 7-5 against both. MRF would not support it. BOD recommends to not proceeding at this time. Raising registration fees. – College says that they do not need it. BOD recommends that we do not proceed at this time. 22% of fatalities are from unlicensed riders. Penalties for no license with a car are $200+ without MC endorsement is $100 – maybe. Proposal to increase the penalties to equal that of a car. Some feel that this goes against the principles of our organization. We already advertise our riders ed program. Our statement says education not legislation. The BOD did not all agree on this. Straw poll for this bill – mostly opposed. We all agree to stay neutral on this issue.
Wi – not much happening. 2009 our hands will be full. Went to a grass roots training session put on by ABATE WI, this was very educational. Feb 26 will be Wi lobby day. ABATE will be providing transportation. WI MC fatalities dropped 32.5% in 2008.

Chili Feed – we will start looking into booking our bands. CF meeting in April Old business- Donation for $1500 to ABATE WI approved by BOD (Oct 2008 GMM) Do we want to hire lobbyist Ray/John Bohn to keep their eyes on legislation for $2000? They have been doing a great job finding hidden bills. BOD recommends hiring them. MSP to hire Ray/John Bohn for $2000 to be our lobbyist in 2009.
There is going to be a meeting in Prescott Wi about noise violations. Would like to see you all there. We are unsure of date/time of this meeting. We will inform you all as we hear more.
This would have been the 17th annual Children’s Christmas Party. Unfortunately we did not hear that Candy had stepped down until it was too late to get the party properly set up. This party is held in St Paul Park because that is where SCVR began. Motion to create a children’s Christmas party committee – MSP. Lois Eiynck has volunteered to head this committee. New business – MOTM 2009 is starting to take shape. We will be looking for volunteers to help run this event. This is a national convention for all MRO’s across the US. This is a weekend full of conferences/ meetings. See Kim Deavey if interested in volunteering. We estimated our cost to be approximately $6000, costs are possibly going to be around $7000. We are splitting the cost with ABATE MN. Motion to set aside another $1000. This event is right after the Chili Feed. This is a fundraiser for the MRF. They do 4 throughout the year. They have a full time lobbyist in DC. MSP to accept the motion to set aside another $1000 for MOTM

Legislative Report: MN: sent out approx 300 surveys to legislative candidates. We received about 40% back. We asked their opinions about helmet laws, supporting 1st time mc riders to be required to take a safety class, increase in fees dedicated to MC safety, and increase in penalties for careless driving. Of the responses, 1⁄2 dozen or so were not supportive of all items. WI: none

Road Captain: Quite a few bikes on the Nuts Run. It was the last bonus mile event. There is a good competition in the women’s class. The Men’s has a close competition for 2nd.
Bikes Blues and BBQ 10 members went down to Arkansas. Fabulous riding, Highly recommend it. Thank you to Ray for inviting us all to stay with his brother.
I have been road captain for many years. I have been very honored to lead you all down the road. I would like to resign effective 12-31-08. The RBR finally realized a profit. I am at the top of my game, it is a good time to go. Dave has done a fantastic job. We are looking for a new road captain, if interested, please let Dwight know.
Legislative MN: E-mailed survey out to all legislators we got approx. 90 back we asked if they 1 support helmet choice, 2 thoughts about failure to yield, 3 support a change in law to require education training before getting endorsement, 4 support increase in registration fee dedicated to Safety/Education. 95% supported all questions. Rep Bigham has lined up many to testify at Failure to Yield hearing. Kurt Perkins – endorsed rider. Feels that helmets should be your choice. Running for Rep district 57A feels that hardworking people should be in the capital who can identify with us working class.
Legislative WI: Heading to Madison for grass roots training (put on by ABATE WI) They have invited SCVR to send 6 for training (they will cover the cost) Meeting of the minds in Denver. Talked to ABATE WI and MN. ABATE is carrying us well in WI. We need to be ready for a helmet bill this year. MRF is a Federal MC rights org. They help to keep our rights at the state level. They need 600 new members in order to keep them running. They will keep the office open, but they will cancel all the seminars. We might possibly have an MRF booth at the midwinter party. Get membership information at www.MRF.org We strongly urge that you all sign up for the MRK. This is one of your best investments to ensure your freedom.

Old Business:Dial-a-ride approximately 3 weeks left of the riding season. Please let me know of any interventions. MN dept of public safety considers interventions just as important as picking them up. 3rd Thurs in Nov we will be turning in our numbers. Donation to MRF – we donated $2000. If we feel that we can give more, we might at the STEAM conference this spring. We discussed bylaw changes: 1.1 Membership is open to all individuals of good character who are motorcycle enthusiasts. Membership is neither restricted nor prohibited because of sex, age, race, religion or type of motorcycle members ride or own. 5.1 The bylaws shall be amended, altered or rescinded by the BOD, but not such action may not be effective until approved by a majority of the voting members present at any annual, special or general meeting. Last year we had a paid lobbyist. He did an excellent job. We will need a stronger lobbyist. We paid $2000 last year, would be approximately 4-5000 to represent us stronger. We cannot afford not to have a stronger presence at the capital. We have membership permission to look further into costs of a stronger lobbyist.
6 days out of the year there is a POW/MIA flag flying at the U of M. Ron Larscheid is willing to donate flags to SCVR, we would greatly appreciate it.
New separations on the hwys. We call them cheese graters. They talk about them making hwys safer. They are not for motorcyclists. These are showing up nationwide. They are inexpensive, we will have a hard time getting them stopped.
We try all that we can to be fiscally responsible. We look at all ways that we can cut costs. Newsletter is close to $8500, Sunshine is approx $1000 We have been talking about raising dues. Possibly to $15 single/$20 couple, we had to stop the poster campaign and donations last year because money got tight. Straw poll from you all here: last time we raised dues were the mid 90’s (from $10) We raise $ to do our mission. Looking at the economic state, me might lose momentum in our membership numbers. Possibly have different levels of memberships. Add box on application for extra donations. Do we want to have members because we are good, or because we are cheap? 27 members for, 10 against. Legislative report MN- There will be a survey sent out to ask our members (and legislators) about important issues. Please fill out and return. Dwight would like to possibly introduce 2 bills to our legislators. An increase in tab fees to go toward rider training/ in order to get an endorsement, you mist take a safety class. FL currently requires all to take the class.

Chili Feed There will be grounds set up on Labor Day 3:00. We do have tickets here for everyone to sell. Volunteer lists are full, but we can make a reserve list. There wil be a wedding at the Chili Feed, Jody and Denny.

New business: There is a benefit scheduled for Tiny Sept 13th at Park Place St Paul Park MN. Sept 14th Dicks Bar in Hudson has a ride leaving, starting at 12:00 Brians Ride Sept 13th Benefit for Jake Grebowski was murdered 2 years ago, raising $ for his 2 year old son, starts at the Point. Bob Leslie: Thank you all for attending my grandson’s benefit. Dave and Juliann won the Wii Troops are wearing headbands that say never forget honor, dignity & respect. $5.00/set. The money goes to Patriot Riders. Thank you all for the donations used to send care packages to our troops. Sgt. Diana Fleischmann and Sgt. Dan Berbrich just returned from Iraq. Also, Sgt. Annual Meeting 06-08-08 Roll Call Officers – All present

Presidents intro: Directors will not be at the front table any longer. We decided it is best for them to sit with the general members as they are representing their interests. Thank you to Bob Leslie and Lisa Lundmark for all of their efforts for Chrome to the Dome and to all who showed up to pass out bumper stickers after the Twins game. In July it will be illegal to text message and drive. There are some bylaw changes that we would like to address. We would like to add 2 new BOD positions. The legislative coordinators do a lot of work in their positions, we feel that they should also have a vote on the BOD. Motion to accept bylaw changes in their entirety. The director positions will be appointed for this term, they will be an elected position in the future. MSP to accept. Elections: The elections are now open. Mike Deavey declines position as director.

Merchandise: Thank you for all the help at Chrome to the dome, sold approx $125 Still need volunteers for RBR, CF, Amber Alert ride, Wolfs head Ralley. I need an assistant. If I cannot get one, I will step down as Merchandise Coordinator. Riders Ed: Go take a class to improve your skills!

Road Captain: Womens ride was a success. We still need one more road guide for the RBR. Joe Thompson will volunteer. Steve Langraf will volunteer to pull the trailer if needed. This is a membership drive, we would like to see 500 new members. Next Saturday there will be a dry run for the long ride of the RBR. Legislative MN – Failure to yield did not pass, it will have committee hearing next year There is an e-mail floating around about memorial day roar of thunder at the white house. Garrison Keiler whined about havin to wait to cross the street. WI Green Bay – police will be issuing tickets to loud mufflers $298 fine, 10 days to get proof that it was fixed. In DC they arte trying to calculate vehicle miles traveled June 2008 it will be required that all states provide this info.

We have the forms here today also. Vote for Ron Larsheid. He is running against Phyllis Kahn. Thank you to all who attended the Bellchester Biker Dance. We will be holding a political forum Monday, July 21 in Bellchester MN. There is no charge to get in. Come ask questions and get immediate responses.

New Business: Motion to donate a t-shirt to ABATE of MN Metro Chapter. They are attempting to get in the Guniess book of world records with the most t-shirts on a person Saturday June 28th. The record is 240 shirts.they need xs to 5 or 6x They want all t-shirts to be mc related. They will sell the shirts for $10 each after, the money to go to meeting of the minds 2009. MSP to donate a shirt to ABATE MN metro Chapter. We have been collecting items/donations to send items to the troops. We have sent out approx 50 packages already. Many soldiers do not get any mail, they really appreciate our support. Unveiling of the Fallen Hero’s Memorial Saturday June 14th at the Bloomington Armory. Campers/motorhomes are allowed at the RBR. First come/first serve to park behind Bills house at the Chili Feed. If you are here Thursday night and are volunteering, you will not be charged.

Presidential report: We have now officially entered riding season. Road cleanup is after today’s GMM. Fox news reported our 3rd motorcyclist died this year, the report mentioned 70 deaths in 2006, but failed to mention only 59 in 2007 (a 19% decline). Legislative Report:
MN At the MN Advisory committee it was discussed how the 2010 money is being spent. $45,000 was spent for 15 new motorcycles. $75,000 was spent on motorcycle awareness campaign.
CA emission bill came up again. If this bill passes, whatever the emissions laws are in CA, we would have too. This would let CA control our emissions laws.
MN Motorcycle Proclamation – we were able to talk to the govorner for 20-30 minutes. He is going to speak with Peters about helmet laws.
WI There was a city in WI that was trying to put a stipulation for a liquor license to include ‘no colors’ to be posted in the establishment. ABATE of WI went to the meeting to voice their objections.
Senator Frank Laughtenberg is running for his 5th term. He is the chair to every committee dealing with transportation. He is motorcyclists #1 enemy. MRF supports his opponent Andrews. He will never vote for helmet laws. Department of Defense is requiing that all motorcyclists that return home from war take the mc safety class.
PR: Chrome to the Dome is on June 1st. After the Twins game ends, we will pass out MC awareness material to the fans as they leave the dome. Parking is free for motorcycles. If interested, please contact Dwight or Lisa Lundmark. Make sure to wear your SCVR attire.

Just a straw poll- at the STEAM conference it was asked of us why our legislative coordinators are not on the BOD. – Membership is in favor of legislative coordinators to be added as BOD members. This will be brought up at the next BOD meeting.

Legislative Reports:
MN: Failure to yield bill is stuck in committee. HIPPA is stuck in 7 committees. If one committee hears it, it will move on. Make sure to call/write/e-mail your Senators/Reps so they know how you stand! Mandatory seatbelt law is up for a vote/law this year. We have been asked to back it, we do not feel that we want to get involved with this issue.
WI: Frank Lautenberg has a contender (Andrews). Andrews has sworn to vote against mandatory helmet laws.
SCVR has invited Dave ‘Chubby’ from ABATE WI to accept $1500 to ABATE WI earmarked for lobbying.
Failure to yield was not used once for any accident in WI last year. Thank you for your support, we need to remain united for strength to fight for motorcyclists rights.
PR: We are in the process of designing our 2nd and 3rd poster. The sponsorship handouts are ready. We also have a newsletter AD rate sheet. We are looking for pictures for our 2nd and 3rd poster.

Legislative Report MN-
There was a great turnout at Biker day at the capital.
Failure to yield bill - another sponsor has signed on. There are now 13 sponsors. Bigham, Garofalo, Morrow, Winkler, Benson, Dittrich, Brynaert, Kohls, Seifert, Heidgerken, Olin, Peterson, and Walker
Met with the Dept of Public Safety’s Director of the Office of Traffic Safety. When asked of their position on the helmet law, they have no intention in pursuing a mandatory helmet law.
US Transportation Secretary Peters proposed that the 1020 money to promote helmet laws. Currently this money is limited to be used for funding MC safety and awareness programs only.
WI – Went to WI lobby day. Met with all reps, discussed HIPPA/NTSB recommendations. We had great response on both topics. They would be happy to sponsor bills if HIPPA does not pass.
Thank you to Mike and Jeff for taking time off to go to DC to lobby.

MN: Many states are working on a failure to yield bill. Mass is working on a bill to repeal the mandatory helmet law. HIPPA Recreational injuryt Act: makes it illegal to charge or cover an injury differently because it was caused by a recreational outing.

DFL Senate Candidate Mike Cerisi spoke about the fight for the DFL senate. He is in favor of health insurance for everyone, but is NOT in favor of the Federal Government telling us we HAVE to wear a helmet. It should be your choice. There should be more MC awareness and training in drivers training classes. About noise ordinances, he feels as though he does not have the expertise to specify what is too loud. This should be up to the individual city and counties. Get out to your caucuses so you can help to make a clear choice.
Presidents intro: MC fatalities are down 19%! This is great for a non-helmet state! Education does help! All of our riders ed. fund for 2007 has been used. We have a new MN legislative coordinator – Jeff Bradt. Thank you for stepping up. We will have one more guest speaker today, MN Secretary of State Mike Ritchie. We still need door prizes for the mid winter party. Kickstart TV will be off the air for a few weeks to update their computers.

Legislative report- MN
Bob Ellingworth – we are working on a plan to require all drivers training classes offer 30 minutes of MC awareness training. We can do this by statute or by changing the rules. If we do this by statute, this would be a great place for lawmakers to amend it to include helmet laws. We do not want to be the Org who got the helmet law back in MN.
Motion to hire Ray Bone as our lobbyist in the amount of $2000. MSP to go in front of the BOD
Todd Riba Biker day at the capital FEB 27th. There might possibly be a bill # for the failure to yield legislation. We will have a small list of questions for all Reps/Senators to bring around at Biker Day.
MRF events this year – Meeting of the minds Sept 25-28 in Denver CO and Heartland Steam April 25-26 in SD.
The goal of the MRF is to have 10% of all MRO/SMRO membership to also be members of the MRF.

Riders Ed- Planning for intelligent transportation systems has begun. This would have sensors to let a car know there is another vehicle near them. Thru all the planning stages, nothing has been input for motorcycles.

There was a rumor that WI residents would not be allowed to take the MC safety classes in MN next year. If a WI resident is within 50 miles of the MN/WI border, they will still be able to take the class.

Road Captain – 7^th annual RBR meeting after todayÕs GMM. Looking for welders to give us an estimate to have a portable hog roaster made. Most membership miles contest ends next month. Bring in photo of your mileage to the Nov meeting.

Legislative Report-

MN – The trip to DC was great, we met with a lot of Senators and Representatives from MN and WI. Rep. Tim Walz (WI) knew of us and said he is on board 100%

We got a good feeling from Rep. Michelle Bachman (MN), she is interested in HIPPA letters telling NTSB to do more research before they make recommendations. We were unable to meet with Sen. Amy Klobechar, her aids messed up the appointments.

WI - Attorney Mike Hupy sent a letter to all law enforcement to make sure they are aware of the Road users Responsibility act. Congressman David Oby (WI) wrote letter to NTSB of our concerns.

PR – We have business cards made to pass out. Kickstart TV 5-6am on ch 23 has offered to advertise for us on the show. They will pay for the ads.

There is a suggestion to get a blog started on the website about helmet laws.

There were complaints about RV's being at the CF. This is Bills personal property, he had invited all SCVR members to camp there, and is doing so again. This is first come, first serve.

Please make a donation for gifts for our soldiers. There will be a raffle, and also a picture will be taken of our org. to include with our gifts.

Thurs, Dec 6^th 6:00 we will give our Toys for Tots donation to Kare 11. Please come with your SCVR attire.

Presidents introduction - Thank you for being here today. A thank you to all the BOD for their hard work over the past year. I would like to make a motion the suspend the regular order of business and hold the elections at this time. MSP

Merchandise – The RBR shirts are here, but there is an error with the date printed. They will be corrected by the RBR on Saturday

Road Captain – LSCT – make sure to call your insurance company about getting a yellow card.

RBR – long ride approximately 172 miles. There are 2 short rides at approx 98 miles. We still need volunteers for gate/security/merchandise and 2 volunteers for a chase vehicle. We also need help to put up fences on Thursday evening and Friday to mark the roads.

WI – a few bills that died in session –Bill 82 - 75-84 yr olds required to take vision test every 3 yrs/ 85+ to take vision test every 2 yrs.

Bill 38 – an increase on penalties for causing an accident while on a cell phone.

PR – There is currently a commercial on KQ for the RBR, also the Comcast commercial started last Friday.

Webmaster – We have been working on updating the Web Page. If you notice any broken links, please let us know. There is a link on the KQ web page to our site. I have updated the RBR link to include quotes from members, mileage, and stops.

CF – everything seems to be coming together. CF meeting July 19^th 7:00 American Motorsports – Cottage Grove. There is a volunteer sheet coming around. Make sure to sign up.

New Business – Bill Fleischman talks to riders that come into the Gas Lite to join SCVR. Friday 5:30 am on WUCW channel 23 there is a program called Kickstart TV – does magazine – free advertising – has a listing of all current events.

Motion to donate $250 to Hogs for Dogs. We donate to this every year. MSP to accept. Hogs for dogs will have a second ride to include all types of MC. More info in July.

Advance ticket is required for Friday night at the RBR. To buy online, you are charged a service charge, 3% of sale.

Presidents Report: Nice to see such a big crowd. There were a lot of bikes on the defrost run yesterday. Stillwater will be giving out tickets for noisy exhaust effective May, 1. We would like people to voice opinions/complaints on the message board. Remember to be courteous when passing through towns, or we may see more of these issues. Dial-a-ride will start within next month. They are still looking for volunteers, 2 weekends a month, in southern metro area. We will do a video for the commercial after todays meeting.

Membership: 671 members. 543 MN, 118 WI, 2 FL, 2 IL, 1 MO, 2 MT, 1 OK, 2 SD. We gained 27 new members at the Donnie Smith show this year. In July of last year we had 669 members. We are only 54 members away from the 725 we had at the end of last year.

Riders Ed: Experienced rider class set up for May 19^th. Let Jeff Berg know if you are interested. The cost is $55, but you will be reimbursed after completion of course.

Road Captain: First Road captain ride for bonus miles will be the Flood Run April 21. Meet 10:30, the Point. Wear SCVR apparel for more bonus miles. We are working on getting the commercial completed in time for the RBR. We need volunteers for Security/Beer/gate/merchandise/ please see Dave E. If you volunteer, you will get reimbursed. We have 28 members going on LSCT.

Legislative Report: MN - We are working on getting the Failure to yield bill thru the senate. There is a rumor that the author of the bill forgot to write a letter and request a hearing, is the bill dead? No, she actually has requested the bill 2 times. Last year there was a proclamation for Biker Month. May is MC Safety awareness Month. This should be announced soon.

Adopt-a-HWY: Cindy asked if we could change the road clean up to the morning of the meeting because of Mothers Day. The BOD recommends that we change the date of the meeting and clean-up to May 20^th

Newsletter: We will be looking into the rates of bulk mailing. We could use more sponsors for the newsletter. The newsletter is now available on the website.

PR: We are working on listing our events on various websites. Also have been sending out flyers.

CF: We are getting things together. Tentatively Great White is the Saturday night headliner. Next month we will have a CF meeting. We will be talking to KQ on Friday to see about advertising.

Tiny called Canadian Customs. If a DWI was more than 10 years ago, it is erased from your record. If less than 10, you will have to pay a fee to get in to the country.

Dave Trejo started Amber Alert 5 yrs ago. The Amber Alert Run is Saturday June 9^th $15.00 registration fee. Thank you to SCVR for the $250 donation.

It is time to start getting ready for Heritage Days in St Paul Park. Motion to donate $250 to pay for candy to throw for kids, and other related expenses. MSP

We need more bikes (vintage, restored) for the parade. The date is August 18^th.

We are looking for the SCVR banners. If you have them, or know where they are, let us know.

Bylaws: Attendance for the election meeting has been the day after the RBR the last 3 years. This contributes to the higher attendance. Bylaw 4.6.1 (annual or special meeting) states there need be 15% of total current general membership shall be present at any annual or special meeting shall constitute a quorum of the organization for the transaction of business. Because the annual election meeting is not directly after the RBR this year, we are concerned that with our growing numbers, we may not achieve the attendance necessary for this meeting to constitute a quorum. We would like to amend this bylaw for this year. This issue will need to be addressed by the newly elected BOD. We would like to possibly have mail-in-ballots in the future. This meeting will be June 10^th. Average meeting has been approx 35-45 members. If we do not have a quorum, we cannot hold the election. We do recognize that this meeting is more important than the GMM.

Motion to change the bylaw 4.6.1 to read there need to be no fewer than 50 current general members shall be present at any annual or special meeting shall constitute a quorum of the organization for the transaction of business.

First Aid at RBR. Anyone who had first responder training let us know if you are interested in volunteering at the RBR.

We had looked into getting a first responder kit for all SCVR events. We will look further into this.

Jim Dahling- There is a biker dance in Bellchester, MN, Saturday May 12^th. The tickets are $2 in advance. We are welcome to set up membership booth if interested.

Selvig Jewelers in Cottage Grove was robbed Dec 27^th. They will be having a MC poker run Sunday May 20^th. Registration begins at Selvig Jewlers in Cottage Grove, run ends at Red Barn VFW in Cottage Grove. $20.00 donation entry fee for poker run, $10.00 donation for benefit.

Discussion: our donations are to go to MC rights, safety and awareness. We would hate to set a precedence of donating funds to causes other than those motorcycle related. We have in the past rejected a motion to donate to a benefit that was not MC related.

Patriot Guard Riders were there to see Diana Fleischmann’s troop leave on their assignment.

Diana is currently in OK for training. She will be back before she heads to Iraq, she is planning on having pig roast.

Road Captain: 9 signed up for mileage contest. You can still sign up. Bonus miles will be awarded for riding with the captain on the flood run April 21^st. There will be a male and female class. Don’t forget to sign up to volunteer for the RBR

Just returned from the capital. In the past they had never received time with some of the reps. We need to continue to participate more and make sure to follow up on the work that we have done. Jeff Hennie (MRF) was there, along with other reps from the AMA. One thing to watch is HIPAA loophole, where your insurance company may be able to deny paying your benefits if they feel that you were involved in a dangerous activity. We also need to make sure that we watch Senator Frank Lautenberg. He continually tries to attach helmet law amendments to legislation . No matter what your political affiliation may be, make sure to let your voice be heard to your legislators.

WI: Dave ‘Chubby’ Chariebous from ABATE WI. At WI lobby day Feb 20th, unfortunately some of the senate were not in session. In the Fall we will announce the 08 lobby day date. We are trying to get an anti-impaired riding campaign. We would like to get people to think before drinking and riding. 43% of all MC accidents nationwide are caused by failure to yield. 57% are our fault. A large % are from impaired riding. I would like to commend this organization for all of the work you do, and your no bullshit approach that you take for motorcycle rights. Thank you for your donation.
