Karla Bigham and Kurt Perkins would like to speak at today’s meeting. Motion to suspend the meeting so Karla Bigham can speak MSP Karla Bigham Dist 57A Chief author of the Failure to Yield Bill. There will be a hearing for this bill next year. We need help to get the information out. Has also worked on the exemption on the wheelage tax for motorcycles. It was the last bonus mile event. There is a good competition in the women’s class. The Men’s has a close competition for 2nd. Bikes Blues and BBQ 10 members went down to Arkansas. Fabulous riding, Highly recommend it. Thank you to Ray for inviting us all to stay with his brother. I have been road captain for many years. I have been very honored to lead you all down the road. I would like to resign effective 12-31-08. The RBR finally realized a profit. I am at the top of my game, it is a good time to go. Dave has done a fantastic job. We are looking for a new road captain, if interested, please let Dwight know. Legislative MN: E-mailed survey out to all legislators we got approx. 90 back we asked if they 1 support helmet choice, 2 thoughts about failure to yield, 3 support a change in law to require education training before getting endorsement, 4 support increase in registration fee dedicated to Safety/Education. 95% supported all questions. Rep Bigham has lined up many to testify at Failure to Yield hearing. Kurt Perkins – endorsed rider. Feels that helmets should be your choice. Running for Rep district 57A feels that hardworking people should be in the capital who can identify with us working class. Legislative WI: Heading to Madison for grass roots training (put on by ABATE WI) They have invited SCVR to send 6 for training (they will cover the cost) Meeting of the minds in Denver. Talked to ABATE WI and MN. ABATE is carrying us well in WI. We need to be ready for a helmet bill this year. MRF is a Federal MC rights org. They help to keep our rights at the state level. They need 600 new members in order to keep them running. They will keep the office open, but they will cancel all the seminars. We might possibly have an MRF booth at the midwinter party. Please let me know of any interventions. MN dept of public safety considers interventions just as important as picking them up. 3rd Thurs in Nov we will be turning in our numbers. Donation to MRF – we donated $2000. If we feel that we can give more, we might at the STEAM conference this spring. We discussed bylaw changes: 1.1 Membership is open to all individuals of good character who are motorcycle enthusiasts. Membership is neither restricted nor prohibited because of sex, age, race, religion or type of motorcycle members ride or own. 5.1 The bylaws shall be amended, altered or rescinded by the BOD, but not such action may not be effective until approved by a majority of the voting members present at any annual, special or general meeting. MSP to accept bylaw changes October is when we begin to plan for the RBR. We will talk to Bill about the dates. Midwinter party plans underway. Hog roaster will need some adjustments. We are a dual state org. we are more involved in MN, this helps with the WI fight. MSP to donate $1500 to ABATE WI to go in front of the BOD in December Last year we had a paid lobbyist. He did an excellent job. We will need a stronger lobbyist. We paid $2000 last year, would be approximately 4-5000 to represent us stronger. We cannot afford not to have a stronger presence at the capital. We have membership permission to look further into costs of a stronger lobbyist. 6 days out of the year there is a POW/MIA flag flying at the U of M. Ron Larscheid is willing to donate flags to SCVR, we would greatly appreciate it. New separations on the hwys. We call them cheese graters. They talk about them making hwys safer. They are not for motorcyclists. These are showing up nationwide. They are inexpensive, we will have a hard time getting them stopped. We try all that we can to be fiscally responsible. We look at all ways that we can cut costs. Newsletter is close to $8500, Sunshine is approx $1000 We have been talking about raising dues. Possibly to $15 single/$20 couple, we had to stop the poster campaign and donations last year because money got tight. Straw poll from you all here: last time we raised dues were the mid 90’s (from $10) We raise $ to do our mission. Looking at the economic state, me might lose momentum in our membership numbers. Our 2nd quarter report shows that we have made money. RBR merchandise nearly sold out. We made a profit this year (on merchandise). Legislative report MN- There will be a survey sent out to ask our members (and legislators) about important issues. Please fill out and return. Dwight would like to possibly introduce 2 bills to our legislators. An increase in tab fees to go toward rider training/ in order to get an endorsement, you mist take a safety class. FL currently requires all to take the class. WI- Nothing to report at this time. PR- Requests to move info on our website. Volunteer lists are full, but we can make a reserve list. There wil be a wedding at the Chili Feed, Jody and Denny. We decided it is best for them to sit with the general members

to the Dome and to all who showed up to pass out bumper stickers
after the Twins game. In July it will be illegal to text message
and drive. There are some bylaw changes that we would like
to address. We would like to add 2 new BOD positions. The legislative
coordinators do a lot of work in their positions, we feel that
they should also have a vote on the BOD. Motion to accept bylaw
changes in their entirety. The director positions will be appointed
for this term, they will be an elected position in the future.

Straw poll as to your thoughts on this: - would start as ‘please hold for an important message’ - this could be a very effective tool for our organization - the machine would operate from a members house, their info would appear on the caller ID - we can still send out e-mails/post cards to those who decide to ‘opt out’ from the call list. Riders Ed: Go take a class to improve your skills! Road Captain: Womens ride was a success. We still need one more road guide for the RBR. Joe Thompson will volunteer. Steve Langraf will volunteer to pull the trailer if needed. This is a membership drive, we would like to see 500 new members. Next Saturday there will be a dry run for the long ride of the RBR. New Business Patriot Guard Riders of WI has a new name. American Patriot Riders. Their missions will be for law enforcement, firefighters, EMT, Soldiers and Veterans. We will be looking into the prices of patches/pins
Dan Katrino, President of Guns and Hoses MC riders (Police and Firefighters) explained how to gain legislators help by donating to their campaigns, then getting a refund of this money.

Guest speaker Bob Illingworth. Started MMRA. Has now returned to MN to start the MRA. There will be a mailing sent out in approximately 2 weeks. Dues are $30. If we cannot get 500 members out of 10,000 we will return the $ to those who signed up. Dues are not tax deductible. Checks can be made to MRA. This is to e a point org. to get all MC orgs to fight together for MC rights.

Riders Ed- Planning for intelligent transportation systems has begun. This would have sensors to let a car know there is another vehicle near them. Thru all the planning stages, nothing has been input for motorcycles. There was a rumor that WI residents would not be allowed to take the MC safety classes in MN next year. If a WI resident is within 50 miles of the MN/WI border, they will still be able to take the class.
Road Captain – 7th annual RBR meeting after todayÕs GMM. Looking for welders to give us an estimate to have a portable hog roaster made. Most membership miles contest ends next month. Bring in photo of your mileage to the Nov meeting.
Legislative Report- MN – The trip to DC was great, we met with a lot of Senators and Representatives from MN and WI. Rep. Tim Walz (WI) knew of us and said he is on board 100% We got a good feeling from Rep. Michelle Bachman (MN), she is interested in HIPPA letters telling NTSB to do more research before they make recommendations. We were unable to meet with Sen. Amy Klobechar, her aids messed up the appointments.
WI - Attorney Mike Hupy sent a letter to all law enforcement to make sure they are aware of the Road users Responsibility act. Congressman David Oby (WI) wrote letter to NTSB of our concerns.
PR – We have business cards made to pass out. Kickstart TV 5-6am on ch 23 has offered to advertise for us on the show. They will pay for the ads. There is a suggestion to get a blog started on the website about helmet laws.

We still need volunteers for gate/security/merchandise and 2 volunteers for a chase vehicle. We also need help to put up fences on Thursday evening and Friday to mark the roads. 63 members present Roll Call: All present Presidents report: We have road clean-up after todays meeting, and a RBR meeting after that tat the Gas Lite. There will be a viewing of the RBR commercial after todays meeting also. Many of the BOD went to the STEAM conference a few weeks ago. It was a great learning experience. We plan on going to the Meeting of the Minds in September. We need to support ‘Share the Road’. When you take drivers ed. in WI, IA, NE and SD, they mandate MC awareness as part of the training. MN currently does not. Riders Ed: Yesterday was the ERC. There is always something that could use some brushing up. These courses are designed to remind you of the correct way. Thank you Tom for putting the class on. Road Captain: I would like to recognize those who took the ERC yesterday. It is good to know that those who took the class will be following on the circle tour. In the most member miles contest, there are 16 competitors. 12 men/4women. Joe Thompson/Randy Holland are tied for the most bonus miles. Thank you to those who rode to Bellchester for the Biker dance. I cannot make it to Algona, but I will have someone marking those in the competition who do make it on the ride. LSCT is coming up. There are 2 groups, those that are camping, and those that are staying in hotels. Make sure to get your accommodations reserved. There are 27 members going, there is room if anyone would like to meet us in Madeline Island. Governor Pawlenty made a proclamation to make May MC Safety Awareness month. Joe/Patty Thompson and myself were there. There is an increasing number of MC registrations, so it is probable that the number of accidents will rise too. We urge all bikers to ride safe, sober, and within your skill level. We need volunteers fir the RBR. We would like people to work about a 3 hour shift. There will be a meeting at the Gas Lite after road clean up. Legislative report: MN Failure to Yield died in committee, we have received an apology from Katie Sieben and Karla Bigham. Noise is becoming a factor for all types of riders, make sure to use common sense when you ride. It has an effect on all of us. WI Governor Jim Doyle has marked May as MC awareness month. Remember, look twice, save a life. Adopt a Hwy: today is road clean up after the meeting at the Bungalow. Webmasters: All seems to be working. April Monthly Meeting Minutes 04-18-07 Meeting called to order 12:05pm 86 members present Presidents Report: Nice to see such a big crowd. There were a lot of bikes on the defrost run yesterday. Stillwater will be giving out tickets for noisy exhaust effective May, 1. We would like people to voice opinions/complaints on the message board. Remember to be courteous when passing through towns, or we may see more of these issues. Dial-a-ride will start within next month. They are still looking for volunteers, 2 weekends a month, in southern metro area. We will do a video for the commercial after todays meeting. Secretary’s report: GMM and BOD minutes read. Legislative Report: MN - We are working on getting the Failure to yield bill thru the senate. There is a rumor that the author of the bill forgot to write a letter and request a hearing, is the bill dead? No, she actually has requested the bill 2 times. Last year there was a proclamation for Biker Month. May is MC Safety awareness Month. This should be announced soon. WI - There is nothing new to report. Adopt-a-HWY: Cindy asked if we could change the road clean up to the morning of the meeting because of Mothers Day. Tentatively Great White is the Saturday night headliner. Next month we will have a CF meeting. We will be talking to KQ on Friday to see about advertising. Old Business Bob Leslie is withdrawing motion to extend BOD positions to 2 years. Motion to buy each member who goes on the LSCT a pin or a patch. MSP Tiny called Canadian Customs. If a DWI was more than 10 years ago, it is erased from your record. If less than 10, you will have to pay a fee to get in to the country. Dave Trejo started Amber Alert 5 yrs ago. The Amber Alert Run is Saturday June 9th $15.00 registration fee. Thank you to SCVR for the $250 donation. New Business It is time to start getting ready for Heritage Days in St Paul Park. Motion to donate $250 to pay for candy to throw for kids, and other related expenses. MSP We need more bikes (vintage, restored) for the parade. The date is August 18th. We are looking for the SCVR banners. If you have them, or know where they are, let us know. Bylaws: Attendance for the election meeting has been the day after the RBR the last 3 years. This contributes to the higher attendance. Bylaw 4.6.1 (annual or special meeting) states there need be 15% of total current general membership shall be present at any annual or special meeting shall constitute a quorum of the organization for the transaction of business. Because the annual election meeting is not directly after the RBR this year, we are concerned that with our growing numbers, we may not achieve the attendance necessary for this meeting to constitute a quorum. We would like to amend this bylaw for this year. This issue will need to be addressed by the newly elected BOD. We would like to possibly have mail-in-ballots in the future. This meeting will be June 10th. Average meeting has been approx 35-45 members. If we do not have a quorum, we cannot hold the election. We do recognize that this meeting is more important than the GMM. Motion to change the bylaw 4.6.1 to read there need to be no fewer than 50 current general members shall be present at any annual or special meeting shall constitute a quorum of the organization for the transaction of business. MSP Nomination for the BOD positions will begin next meeting. First Aid at RBR. Anyone who had first responder training let us know if you are interested in volunteering at the RBR. We had looked into getting a first responder kit for all SCVR events. We will look further into this. Jim Dahling- There is a biker dance in Bellchester, MN, Saturday May 12th. The tickets are $2 in advance. We are welcome to set up membership booth if interested. Veterans Ride Inc is Saturday June 2. Registration 9-11:45 Elk River/Rogers VFW. Registration begins at Selvig Jewlers in Cottage Grove, run ends at Red Barn VFW in Cottage Grove. $20.00 donation entry fee for poker run, $10.00 donation for benefit. Motion to donate $250 to the Selvigs for their benefit. Discussion: our donations are to go to MC rights, safety and awareness. We would hate to set a precedence of donating funds to causes other than those motorcycle related. We have in the past rejected a motion to donate to a benefit that was not MC related. Tiny withdraws his motion to donate $250. Patriot Guard Riders were there to see Diana Fleischmann’s troop leave on their assignment. Diana is currently in OK for training. She will be back before she heads to Iraq, she is planning on having pig roast. Legislative Report: MN: Jim Dahling/Jill Kielblock Just returned from the capital. In the past they had never received time with some of the reps. We need to continue to participate more and make sure to follow up on the work that we have done. Jeff Hennie (MRF) was there, along with other reps from the AMA. One thing to watch is HIPAA loophole, where your insurance company may be able to deny paying your benefits if they feel that you were involved in a dangerous activity. We also need to make sure that we watch Senator Frank Lautenberg. He continually tries to attach helmet law amendments to legislation . No matter what your political affiliation may be, make sure to let your voice be heard to your legislators. WI: Dave ‘Chubby’ Chariebous from ABATE WI. At WI lobby day Feb 20th, unfortunately some of the senate were not in session. In the Fall we will announce the 08 lobby day date. We are trying to get an anti-impaired riding campaign. We would like to get people to think before drinking and riding. 43% of all MC accidents nationwide are caused by failure to yield. 57% are our fault. A large % are from impaired riding. I would like to commend this organization for all of the work you do, and your no bullshit approach that you take for motorcycle rights. Thank you for your donation.
