At our last BOD meeting, we agreed that Jill Keilblock would be our
2010 lobbyist. There are
minutes out on the tables today from our last general meeting, and the
December BOD meeting. There
is a bylaw change for a finance review committee, and to change to a
fiscal year. Secretaries

political challenges and opportunities in 2010.
Feb 2 are the precinct caucuses.
5 of the 6 MN political parties will have caucuses that night.
These caucuses are run by the political parties.
Make sure to go be a part of the process help to choose the
candidates. Check with the
city clerk for more information after January 20th. Merchandise

of interest increasing the penalties for inattentive driving. Allowing military
personnel to put sticker on MC license plates one concer is where they
will get the funding for this. Bill 596 to

BOD discussed starting our meetings with the pledge of allegiance. Mack Backlund (ABATE MN) has invited us to attend meeting with REP Curt Zellers minority leader of the House of Representatives. Legislative report MN Legislation is not currently in session. Federal level there is an extension to not enforce the lead ban on youth motorcycles. In another year, there will be a new governor elected. Make sure to go to caucuses to learn about the candidates. Feb 2nd (tues evening). This is where the process starts. Short session in Feb. Will propose failure to yield again. We will watch for any helmet law attachments/amendments. Political contribution refund has been eliminated. Make sure to put Biker Day at the capital as soon as the date is announced. WI ABATE WI mentions the city of Hudson incident at Dibbos. There are more municipalities in WI trying to enforce the same situations. ABATE WI feels this should be the bars choice. WI is looking for a definition of a moped. WI will be issuing a special license plate for veterans. Enforcing a stiffer penalty for the use of cell phones/inattentive driving. Nov 1-2 grass roots lobbyist training. Bob Leslie is getting a benefit together. Bylaw change 3.2.1 starting the election 2010, no spouse/significant other elected on BOD. This will have to go in front of BOD. If someone wants to volunteer/step up how can you turn them down for the position? These are elected positions (by the membership) if they feel that they do not want a couple on the BOD, then do not vote for them. The BOD does not make decisions for the SCVR on their own, they give recommendations to the general membership, then it is voted on. One problem, the members are not in the position until after they are voted in. Are we saying that spouses cannot run for the positions? Amendment to the motion: Spouse/significant other cannot be in top 4 positions (President, Vice President, Treasurer, Secretary) of the BOD effective 2010 election. 27 favor 13 against. Motion passes to go in front of the BOD. Dec 12th SCVR childrens Christmas party Legion St Paul Park. 10:00 set up for the party (need about 12 people) Volunteer for Santa Dylan Matsch Legion will take pictures we need to provide photo paper for 400 photos. Janet Bazzachini has offered her bike for the pictures. No need for a motion for $, it is already in the budget. Motion to not do any charitable deductions until after RBR 2010. not to include ABATE WI lobby day donation or MN biker day at the capital or business as usual. If finances turn around, we can always change the motion. MSP Dial-a-ride season is ending. Need a place to store the trailer. Joe T. will store the trailer for the winter. Pheasant hunt at Pheasant View Hunt Farm (mid Nov, possibly Halloween weekend) we can pick the date. $65.72 per person need at least 35 to get this quote. Finance Audit Committee. Because of current bylaws, we may need to change to our current fiscal year. The committee would be 2 elected positions (rotating), the treasurer and the past president. MRF is our watchdog at the federal level We really need them. They have a paid lobbiest, an office in DC. They are in a financial crunch. We are co-hosting their national conference (Meeting of the Minds) this year with ABATE of MN in Bloomington MN. SCVR will pay for your admission to the conference, you pay for your hotel/banquet. Roll Call All present Presidents intro had a great time on the flood run. The police were out in swarms for safe and sober. City of Prescott was very happy. Mayor thinks that things worked out well. Motion to suspend the regular order of business MSP 2 members were in the No Name spouting off about SCVR boycotting Prescott. One accused the owner of the No Name of inappropriate touching. The other proceeded to pull a knife on him. The police were called, we will find out more pending the outcome of the trial. The members are Dennis & Jodi Spencer. Motion to suspend their membership to SCVR pending the outcome of the trial. According to our bylaws (1.3), we need a 2/3 vote of the GMM #1 they were telling people that SCVR was planning to boycott Prescott #2 they pulled a knife on the owner We do not want to condone this type of behavior. Riders Ed streets are still sandy, please be careful out there. Mary Berger has put together an Accident Scene Management course in Chaska. $55 9-4:30 Sunday April 26th (has been changed to Saturday May 2nd) SCVR will reimburse for taking this class. We do not have an experienced rider course set up yet. This is strongly suggested for road guides. If anyone is interested, there is one next Saturday at Rochester Community College, a few spots still open. Bill Schaeffer is willing to put on a class either May 23rd or 24th, or possibly evenings May 11th or June 1st. Road captain no report Legislative Director MN Currently tracking bills. Fail to Yield has moved to the Senate. It was able to get a hearing. It was put in a transportation bill, this is good/bad news. Seems to have good support. CA emissions bill is just sitting, MC are exempt. Photo cop bill is dead (on senate side). Thank you to Mark Koon who accompanied Jim to meet with Tim Walz. WI WI assembly 197 voted down this was to have electric scooters registered with DOT. Bill HR 1253 passed the house. this closed the HIPPA loophole. It does not have a Senate sister bill. Next month is MC Safety Awareness. Federal House 269 was passed, this supports congress on record as recognizing the contribution motorcycles make to the transportation mix. Steve Koon will chair tear down committee. Merchandise sold well in its new location. Bikini bike wash will be moved to a new location. As an org, we reimburse $160 which is the cost of the MN state run MC training. We preach training, the BOD feels that this should be addressed. Motion to pay up to minimum amount of a state funded MSF MN/WI rider course. (in their respective states) Discussion anyone who lives close to the border would take the MN class, but we do have members who live too far away. MSP Moment of silence for Bob Illingworth Bob was instrumental in getting helmet law repealed form state of MN. He was the founding father of MMRA, ABATE MN, if you ever had a question, you would ask Bob. We would like to see more than flowers sent to him. The family wishes that $ is sent to a charity in his name. (Chrome for kids) His memorial is next Saturday, most of the BOD will be at the STEAM Convention. Possibly a memorial plaque - motion to look into the cost of having a plaque made. A memorial will be posted on the website. He was involved in so many things, we will need to make sure that we do not forget anything. Amendment to the motion to check into the cost of having an ongoing Bob Illingworth Memorial. Motion to donate $500 to hogs for dogs Will need to go in front of BOD. When we did the budget for 2009, we had it figured that this ride would ask for a $250 donation. Amendment to original motion to change the $ to $250. MSP Article in Star Trib stated MC fatality in State of MN 72, has passed 2008, 24 of them alcohol related. Article did support failure to yield. Said that more than 10,000 new mc endorsements each year, and that only 400 take advanced courses. We contacted DOT, in 2008 over 8000 enrolled/took/passed mc safety beginner class. A letter has been sent to the paper stating that they misled the facts. 2007-8 shows that the safety course is growing with the endorsements. Star Trib has had issues with mc, about the noise violations, and has stated plainly that MN should adopt a helmet law. There were only 4 or 5 comments about it no one wanted to talk about it. Motorcyclists pay for the mc training. When you get tabs/endorsement this is where the $$ goes. There was an article in the Hudson Star Observer about how well the Defrost Run was. Possibly we could get one of their reporters to sit in one of our meetings/ write an article. Dial-a-ride season starts next Friday night. Ly there were 26 pickup. We encourage interventions. Would like a list of the bars from Stillwater to Hastings so we can get our posters/materials out to them. Next Friday, WCCO radio 7-9pm Ron will be in studio 7:30-8pm talking about dial-a-ride. BOD will look into putting dial-a-ride on agenda for next months meeting and putting together a list of the bars. Hotel rooms at MOTM 2009 at it stands, when the BOD goes to the MOTM, the rooms are covered. This year it is in Bloomington MN. Will SCVR still cover the rooms? We are not asking for anything to change, but want to get general membership approval. Admission will be paid for any member who wants to go. Motion for SCVR to pay for rooms for the BOD & event Chairs, we will double up where we can. MSP MOTM is looking for business donations for the hospitality room. Failure to yield bill was introduced. (House #45) There is no senate companion bill, although Senate #26 is similar. Senate # 541 reinstates photocop how police were taking pictures of people running red lights. In MN, it is legal for motorcycles to run a red light after waiting a reasonable amount of time. Motion for Jim to send a letter that we are adamantly against this bill. MSP Keep watching the website, we will update as bills come up. WI Senate #29 provides penalties to someone who parks on the side of the hwy and opens door. Senate #34 anyone who has been convicted, and is found to be intoxicated/under the influence can no longer apply for a workers permit for 15 days. Feb 23rd 7pm Prescott meeting at the city hall. If you are in a Minnesota bar, and are too impaired to ride home, they will pick you and your bike and bring you home. Impaired does not just mean intoxicated, any type of impairment. There are a few bills of interest in the senate # 38 Dealing with flashing red lights for escorts/etc.. # 42 dealing with the primary seatbelt offense # 26 looks very similar to failure to yield, but it is not exactly like the ABATE bill. Biker day on the hill is Wed, Feb 4th Dawn Riba is here , you can sign up for the MRF today or you can sign up on the web. WI legislative report Session is starting in WI. Prescott Chief of police is looking at noise levels. He is planning on talking to Stillwater about what they did. Originally this meeting was scheduled for Jan 21, but this has been changed. There is no set date/time for this meeting. We will let you know as we find out more information. There will be a closed meeting for the business owners, then a public meeting scheduled after that. WI Lobby Day Feb 26th. SCVR is cohosting Meeting of the Minds 2009 with ABATE MN. This is a fundraiser for the MRF. Biker day in DC will be mid May.
