SCVR General Meeting
St. Paul Park American Legion
January 8, 2012

Meeting called to order at 12:05p.m. All BOD members present.

President –Toys for Tots went very well. Crash’s bike is on the front page of MRF News

Midwinter Party – Country Inn, Days Inn, and Super 8 are all giving a 10% discount to SCVR members the night of the party. Book by Feb 11th.

Hal Peterson’s father passed away this morning. 

Feb 3-5th – International Bike Show    RSW2012 – code for discounted tickets

Secretary’s report – Motion was made to waive the reading of the minutes and approve as written.  MSP.

Membership Report – Midwinter Party planning is under way. Still have some openings to volunteer at the event. Flyers are printed at the front table – please take some.

Rider Education Report – Proposed 2012 training schedule was passed out, outlines classes for 2012.

Will have sign-up sheets at the Midwinter Party for each course. Motion to approve the training schedule and cost, but require members to pay full cost to reserve a spot and be reimbursed when they complete the course – MSP.

Road Captain Report – will be setting up a calendar of events for 2012. Will be posted on Road Captains page of website in Word and PDF format. Phil Robey is working with Randy on monthly dinner rides – first Tuesday of each riding month, starting in April, in MN and WI. Dinner rides will leave from either The Point or the Gas-Lite each month.

MN Legislative Director Report – Biker Day at the St Paul Capitol is February 8th, 2012. March 23-25th – STEAM Conference in Omaha, NE. Conference fee paid by SCVR for members who wish to attend. May 17-19th – Bikers Inside the Beltway. Sept 19th – Meeting Of The Minds, North Carolina.

Legislative session convenes January 24th, website will be up-to-date with pertinent bills. Precinct Caucus – Feb 7th, everyone is encouraged to attend in their precinct. Congressional and Legislative Districts in MN to be re-mapped in the next few months.

WI Legislative Director Report – Assembly Bill 55 – enforcing right of way violation to motorcycles and that a motorcycle class must be taken before license is returned, House has passed and is now in the Senate. Trying to get it pushed through. New bill #410 wants WI DOT to run sobriety checkpoint pilot program in three counties.

WI Lobby Day – bus will be leaving Hudson, WI at 6am on January 24th.

January 29th 1-5pm – Amber Alert Meat Raffle/Fundraiser – Muddy Waters, Prescott WI. Pro Bowl is that day.

There will be a Conceal and Carry class on January 15th at the Oakdale Gun Club for $100 each person, 8-5pm – if interested, see Ron Lischied.

New members – Joe from Rosemount, Dave from IGH (Lucky), Dwayne from Rosemount

Next meeting will be February 12th at noon – St Paul Park American Legion

50/50 raffle - $88 member contribution – winner was Dan Hernandez.

December 2011

President – thanked those at the Childrens Christmas Party, it went well. Special thanks to Chuck and Wendy.

Membership Report – Terri Barber stated that membership was down.  Current is 1072 members versus 1307 at this time last year. We sent past members a newsletter to remind them to renew, and the renewals are starting to come in. Mark Koon won the referral contest with 22 referrals in 2011.
Midwinter Party is Saturday, February 18th – Flashback and Bad Girlfriends will be playing live. Need volunteers and donations for the raffles.

Rider Education Report – Class participants in Motorcycle Safety courses are down in MN. How many people would be interested in an Experienced Rider Course? OR a Civilian Police Rider Course? First Aid Course? Will have sign-up sheets at the Midwinter Party.

Road Captain Report – will be setting up a calendar of events for 2012. Phil Robey is working with Randy on monthly dinner rides – first week of each riding month in MN and WI. 

MN Legislative Director Report – Biker Day at the St Paul Capitol is February 8th, 2012. The SCVR typically donates $500 to ABATE for the event plus paying for the bus from Hastings & Oakdale (usually about $125). Motion to donate $625 for event plus bus – MSP.

March 23-25th 2012 – Heartland STEAM conference in Omaha, NE

New Business

$1,500 WI Lobby Day donation discussed at the last Board Meeting – Motion to approve – MSP.

Western Wishes – grants wishes to kids and young adults facing adversity. They would like to do a run with us, proceeds would go to granting wishes. Facebook, advertising, flyers, would all get both the SCVR and Western Wishes’ names out there. Will be planning this ride in 2012.

We need a new trailer for merchandise/chili feed storage. Merchandise trailer needs $500-1,000 of repair work if we continue to haul with it. We have been looking at 7x12 trailers which cost $2,299 new, and 7x14 trailers which cost $2,840 new. The current merchandise trailer is 6x10. If we buy a new merchandise trailer, the existing merchandise trailer would then replace the aging chili feed trailer.

Motion to buy a 7’x14’ trailer, with ramp door, in charcoal or white, for $2,840 plus the cost of tax, tabs, license, and trailer graphics for our logo. (Estimate is $3,500). – MSP.

We discussed new ways to promote the SCVR at our last board meting. We need a volunteer to update the tri-fold brochure.

Round Barn Run Date – this issue was discussed at the last general meeting, where it was decided that the Round Barn Run would be held each yearon the weekend following the 4th. At the last board meeting, we discussed the conflicts that will arise from scheduling it this way – notably the Algona Rally being the same weekend, as well as 4th of July family travel/trips. It would kill our attendance, as well as making it more difficult to find enough volunteers to hold the event. We discussed the need to move it to the Second Saturday of each July. In 2012, that would be Saturday, July 14th. Motion to rescind previous motion from the last General Meeting – MSP. Motion to keep the Round Barn Run as the second Saturday of each July – MSP by more than 2/3 of the vote.

There will be a Round Barn Run meeting immediately following the January 8th General Meeting.
There will be a Conceal and Carry class on January 15th at the Oakdale Gun Club for $100 each person – if interested, see Ron Lischied.

New members – none this week.

Next meeting will be January 8th at noon.

50/50 raffle - $62 member contribution – winner was Ray Pilgrim.

November 2011

SCVR General Meeting Minutes
November 13, 2011

Meeting called to order at 11:10am. All BOD members present except Sheila Sumner - absent excused.

President – thanked those at the Appreciation Party.
Collecting Toys for Tots from members thru the December SCVR meeting. Toys for Tots drop off is December 12th at KARE 11 – would like to see 30 people to be there about 5:45 p.m.
Next BOD meeting is Thursday, November 17th, 6 p.m., at Fury Motors
Update on Kelly Tollefson, who passed after at the Chili Feed. It was determined that he was still alive at 10 a.m. Sunday and died of natural causes – heart failure.  There was 0 alcohol level, and 0 drug level. 

Secretary’s report – Motion was made to waive the reading of the minutes.  Passed.

Treasurer report – Chili Feed profit was $27,000 to $30,000.  Bill Flesichmann stated he still has $1600 for deposits. Last year at this time we had $40,500 in the bank.  Currently there is $54,867 in the bank. Motion made to accept Treasurer report – seconded and passed.

Merchandise Report – No report – but Mark Koon thanked those that were substituting at the meeting today.

Membership Report – Membership Coordinator stated that membership was down.  Current is 1064 members versus 1303 at this time last year. They are going to try and increase membership by sending past members a newsletter to remind them.

Rider Education Report – No report

Road Captain Report – will be setting up a calendar of events – possibly the Schell brewery.  If members have any ideas for a weekend trip, email Randy. June 16th, 2012, is the Have a Heart bike rally. 

MN Legislative Director Report – MN Legislature not in session.  At the national level, Michigan has almost repealed its helmet law. Governor still needs to sign. If anyone wishes to send the Michigan governor a letter stating that you do not come to Michigan because of the helmet law, let him know, and Jim will give you the address.

Comment was made that it would be nice to know how Minnesota compares to other states.

WI Legislative Director Report – Assembly Bill 55 – enforcing right of way violation to motorcycles and that a motorcycle class must be taken before license is returned, House has passed and is now in the Senate.  Wisconsin ABATE awarded Senator Jim Sensenbrenner for his continuing efforts for motorcycle rights.  (Announcement of award is located at:  http://www.mrf.org/2011/news_release/11NR31.htm )

Adopt-a-Highway Report – we have an opportunity to obtain Hwy 10 near Prescott for roadside cleanup. It would begin at Prescott Bridge west one mile to County Road 21. We now have Hwy 95 in near Hudson in Minnesota. This new road would have wider shoulders, more traffic for SCVR marketing, etc. A motion was made to move our roadside cleanup to Hwy 10 near Prescott and to drop the Minnesota roadside cleanup site.  Motion seconded – passed.

Webmaster Report – would like to collect photos (format does not matter) that are in good taste – to start scrolling pictures on the SCVR web site.  Send to Sheila.

Old Business -

Jill announced that she had extra copies of the recent MRF report and has MRF applications for anyone who wants to become a member.  

A question was asked regarding making a donation large enough for each individual SCVR member becoming an MRF member just for one year - then the individual would be responsible for renewal. In theory – this is what other organizations do and is commendable, but for SCVR that would be $30 X 1,000 members or $30,000.   A suggestion was made that the SCVR application could include a checkbox that would indicate that a member wants $2 of their membership to be donated to MRF.

New Business – Amber Alert fundraiser is today at the Muddy Waters in Prescott.

Round Barn Run (RBR) dates for 2012 – couple of years ago, the RBR was moved from June to the weekend after the 4th of July. With 2012 Algona Rally being on the 5th, 6th and 7th of July, should we move the RBR to the following weekend (July 13th and 14th, 2012). Discussion: move it to June for 2012 only, to an alternate weekend in July would be a lot of competition, the need for consistency and predictability, the purpose of the Round Barn Run, is there even a need to hold a Round Barn Run in lieu of losing money in 2011, etc. There was a motion to keep the RBR run on the second Saturday of July.  Motion was seconded – passed.

A member brought up that 11 a.m. meetings were difficult to make.  It was noted that the American Legion had another event so asked if we could be out early.  December 11th meeting will be at NOON at the St Paul Park American Legion.

New members – Jessica – moved here recently from California.

Mark Koon – non motorcycle topic – Ron Lischeid may run another gun safety class.

Christmas party for kids is December 10th, 12 to 3 p.m., St. Paul Park American Legion.

  • We lost $3,000 on the Round Barn Run this year, partially due to weather forecast lowering attendance.

Merchandise

Rider Education

  • Conceal and Carry class, Saturday Oct 15th in Baldwin, WI
  • Another class on 22nd? 8am-5pm, Lake Elmo Gun Club. Instructor would like a male and a female SCVR member to come evaluate the class. Volunteers interested should see Ron Lischeid.
  • WI is still up in the air till Nov 1st for reciprocity, there might end up being an approved list of instructors in MN.

Road Captain

  • B52’s Run was fun, had about 55 bikes and rode around 120 miles with three stops. Afterparty was great, and our members won a ton of raffle prizes. Went very smoothly, and looking forward to an even bigger turnout next year.
  • Have a Heart wants to do their event with us again this coming year on June 16th, leaving from The Point.
  • Oct 22 – Fury Oktoberfest, morning ride prior to event from 9am-noon. Ride info will be posted on website.

Legislative Update

  • MN Biker Day at the Capitol – Wednesday, Feb 8th. Mark your calendars.
  • WI ABATE leaders are not planning a biker day for next year, sending 40 reps down again instead. Contact Mike Deavey if interested.

Adopt-A-Highway

  • Cleanup immediately following this meeting. Meeting at Bungalow, lunch at Border afterward.

Webmaster

  • Looking for photo submissions from members of riding events throughout this year for online photo album
  • Need release when photos are used for advertising, but not photo album posting.

Newsletter

  • Deadline for next newsletter is December 15th.

Chili Feed

  • Still working on final numbers – need bills for beer, pop, trash
  • 109 kegs, 360 gal chili
  • Attendance was up from last year at 2,400, went smoothly
  • $204 in tips was donated back to the SCVR by the chili servers
  • $1,300 was raised by parking cars on grounds
  • @$285 was made on breakfast, and could be expanded next year
  • Cisco open house was attended by Mark, Wendy, and Diane – gave some good ideas for food handling next year
  • Investigation still under way from incident
  • Raffle tickes for Bear’s Benefit to help cover his medical expenses are $5 each. Raffle is being held at benefit , Nov 6th, MN Music Café. Need not be present to win.

 

Financial Committee Recommendations

    • We would like to conduct a straw poll on whether SCVR Board Members should be able to hold any other Chair/Positions.
    • Membership feedback was that we shouldn’t limit ourselves to getting the best person for each position by creating that rule.
    • Does that limit accountability or create conflicts of interest in making decisions?
    • BOD’s job is to oversee the work of each committee chair’s decisions. One Board member couldn’t be making decisions as a Chair without having to answer to the entire board.
    • If people have questions, they have every opportunity to ask a Board Member whatever they’d like to know.
    • Often, the same select group of people that volunteer for what we need. Until we get more people at meetings and volunteering, we can’t afford that kind of segregation.

RESULTS:              1 against, 30-plus for BOD being able to hold any other Chair/position

    • Motion to donate $1,500 to MRF for the Meeting Of The Minds. MSP.

Dial-A-Ride

    • There can be a big risk with people leaving our events intoxicated. Washington and Ramsey Counties really have no Dial-A-Ride reps right now. Should SCVR get trailers and offer this service? Or get volunteers to do this after RBR/Chili Feed?
    • People should be accountable for their own actions.
    • Can we afford that expense?
    • Would give us considerable liability exposure to be providing that service, and especially if we bought trailers/equipment.
  • Phil Robey wanted to say thank you for the SCVR Scholarship to attend the Meeting Of The Minds.

  • Audit findings were not discussed at the last board meeting because Bev was not present. They will be discussed at the Sept board meeting. Motion to accept Treasurer’s Report – MSP.
  • Terri Barber was introduced as our new Membership Coordinator. Congratulations to Terri! We appreciate her taking on the task. We will be offering free 2011 membership for Sept-Dec with an advance paid 2012 membership at the Chili Feed this year.
  • Conceal Carry Class – we are looking to put a class together for SCVR members. WI will be granting MN reciprocity in Nov 2011, but MN will not grant WI reciprocity. We can do private classes, or women only class. Cost would be $100 each. Sign-up sheet at front table for those interested.
  • Road Captain’s Report – The sign-up is closed for the Leinie’s Tour, ride departs at 9:30am. Captain’s ride coming up at the Chili Feed, and B52’s run on Oct 1st – rain or shine event. Randy will be setting up a week-long trip for the 2012 riding season, and he would like to get feedback on a destination. There will also be a ride following the Chili Feed Meeting after this General Membership Meeting.
  • Legislative Update – Bill passed by Congress exempting youth ATV’s and motorcycles from the Lead Ban. Also, WI Assembly Bill 55 (Road User Responsibility) to suspend license after failure to yield violation until person attends a traffic safety school with at least 30 minutes or more of pedestrian and motorcycle awareness.
  • Meeting Of The Minds – Sept 22-24 in Romulus, Michigan. 7 of 13 board members are SCVR/Abate Members
  • Next Roadside Cleanup – October 9th following General Membership Meeting. Motion to move meeting to 11am at American Legion in St Paul Park to allow time for roadside cleanup afterward – MSP.
  • Newsletter – deadline for newsletter submissions is Sept 15th at midnight.
  • Sunshine Fund – pic frame sent to Howard for his father, card sent to Mark Koon for his accident, card sent to Dylan and Lynne for their wedding.
  • Chili Feed – posters are here, take them and put them up. Need First Aid Chairperson for the Chili Feed. Ad in Thunder Roads and Scoop Newspaper. Chili Feed Meeting immediately following this meeting. See Mark if you’d like to check out books of tickets and sell them. Volunteers MUST buy a ticket in advance of the Chili Feed and get reimbursed after performing their volunteer hours. See Leslie Smith to volunteer. Dave Anderson needs electric griddles for Saturday at the Chili Feed, please let him know if you have one he can borrow.

SCVR Meeting
July 10, 2011

Called to order at 12 noon.  Roll Call conducted. Sheila Sumner Absent – Excused.

President’s Introduction:  Welcomed the new board members, Randy Holland and Ray Pilgrim.

Thanks to those who attended and volunteered at the Round Barn Run. There were no incidents.  However, missing a rented radio (walkie talkie) that was being used (hopefully will be turned in). Attendance was down.  Further details next meeting.

Secretary’s Report/Minutes:  Waived reading.  June 2011 minutes approved (meeting date should be added to minutes).

Treasurer’s Report:  Income statement was distributed and discussed. Treasurer’s report was approved.

Merchandise Report:  No report

Rider Education Report: 

Road Captain Report:  The road captains who guided the RBR riders were thanked. There will be a Captains’ ride for Chili Feed. 

Also, have set up a Leinie’s Brewery tour in Chippewa Falls for August 27th. We will be taking the scenic roads and a tour of the brewery and lunch will be provided. Let Randy Holland know if interested so we know a count. Will return same day.

MN Legislative Report: Legislature not in session.  But continue to remind family and friends to do their part for motorcycle rights, i.e., join MROs, etc.

WI Legislative Report:  Legislature not in session.  ACT 466 is not being held enforced by Judicial Branch as intended, so Assembly Bill 55 has been introduced that would put the responsibility in the hands of the Department of Transportation, which would hopefully increase penalties for right away violations including license suspension. A license would not be reinstated unless the violator attends a motorcycle awareness class, etc.

Newsletter:  September 15th is the deadline for the October newsletter.  Used a mailhouse for the last newsletter at 41 cents rather than 42 cents – went rather well.  But deadline is the key to be timely.

Sunshine Fund:  Member Marty Mullenbach passed away – sent picture frame.  Member Bev Jones’ sister passed away – sent picture frame.

Chili Feed:  Upcoming CF chairs meeting.  If members wish to volunteer for CF, we have a list.

New Business: 

Ron Lischeid announced that the MN Motorcycle Safety Advisory Committee is being restructured, including the board. Ron encouraged SCVR members to apply for membership on the board and to get involved. Applications would need to be submitted thru the MN Secretary of State’s web site by July 26th (with the state shutdown, the deadline may change). One of the things the Committee is considering is increasing the Dial A Ride allocation to $13,000 (up from $10,000).

Dave Anderson (Iron River) announced that the Hot Wings Tour in Iron River is now full.  Can still ride the route on Saturday but would need to stay off site.

The next board meeting is July 24th at 6:30 at one of the board member’s houses. SCVR members are invited to attend – if you are interested in attending – contact any of the board members for the address.

SCVR August meeting is scheduled for August 14th (Sturgis week). There was a motion to move the meeting to August 21st.  Motion was passed.

Willow River Saloon in Burkhardt WI has offered to host a bike show for us July 30th.

Thursday May 12th is Bikers in the Beltway in Washington DC.
WI – last Tuesday a small group went to the WI capital to discuss motorcycle issues.  Funding for motorcycle programs has flatlined even thought motorcycle registratios are up.

Legislative -
MN - enhanced penalties for Failure to Yield has passed in the house.  When heard in the senate, it was stalled.
In the senate, disabled mc license plates passed.  Nothing in the house.
In the senate, there is a bill to take money out of funds for offroad vehicles gasoline.  There is no house companion bill.
May 15th, Bikers in the Beltway in DC.  Beast of the East is Friday, May 13th
Heartland Steam is March 25-26th in Shakopee.

WI – not a lot of mc issues at this time
There is a supreme court ruling that in the state of Texas, it is a misdemeanor to protest at military funerals.
There is legislation (H0904) to prohibit mc only checkpoints.

MN – Thanks to those who attended biker Day.  We are watching a bill for enhanced penalties for inattentive driving.  It has passed thru 2 committees already.  There is a Senate companion bill, SF 201.  Call your senators and ask them to support it.
WI – There is possibly a change to insurance policies – giving insurer the choice to choose level of coverage they carry.
Lobby Day is Feb 22nd, there is a bus leaving from Exit 4 off 94 (parking lot of Uncle Mikes M-Pour-E-Yum 6:00 am
Chris Gates and Patty Lombardo are here to accept SCVR donation to ABATE Wi in the amount of $1500 to help with Lobby Day expenses

Legislative sessions just started last Monday.  We are keeping an eye out for any unfriendly attachments.

WI Legislative – Tues Feb 22nd is Lobby Day.  ABATE is supplying the busses.  They will pick up at exit 4 in Hudson.
Wi Legislative session has started, we have been very lucky in the past with MC friendly legislators – there are a lot of new faces, this is a great time to meet them.

PAC – there has been discussion about starting a Political Action Committee.  Any large organization has one.  This cannot buy legislators, but it can help to gain access to their ear.  This is an organization that would work closely with SCVR.  It is a group to monitor how the money is spent.  The money has to be from voluntary donations.  We would like it to be registered in MN, WI and Federally 
If there is no interest to help fund it, there is no reason to start it.  This would become a part of every SCVR function to raise money.  The governing board of the PAC would spend the money as they deem fit.  This would really get us noticed by politicians, a foot in the door.

2011 budget was put together at the last BOD meeting.  BOD is suggesting an increase in membership dues for 2011 to be $15 single/ $25 couple.  One member objects to raising dues.  The money we paid out to our rider education was $2600 over budget in 2010.  An increase in dues will help to cover that.
Will we be changing our advertising costs in 2011?  We will look into adding advertising on event apparel.  We need to maximize our advertising dollars.
There is no quorum so we cannot vote to approve the budget.  Also, we will possibly need to wait to raise the membership dues until after the midwinter membership drive as we cannot vote today about raising them or not.
Steve Landgraf offered to cook the pork for Midwinter Membership Drive.

PAC Fund – we have suggested starting a committee for this, we will be registered in MN and WI.  Will discuss further at January meeting.  Will not start now, it will take time to set up and plan.

WI – not much happening right now in Wi.  We did change parties in both houses.  Scott Walker is the new governor.  He is motorcycle friendly.  Lobby Day at the capital is Feb 22nd

MN – Huge change in legislators, there are a lot of new faces.  Not sure who the new governor is yet.  Feb 2nd is Biker Day at the capital.

Newsletter – deadline December 15th.  The Jan 01 newsletter will be mailed a few days later than usual as Juliann will be out of town the previous week.

Chili Feed – wrap up meeting last month after the GMM.  112 kegs of beer, 360 gallons of chili.  We made $1180 from car parking, $295 from duck races.  We will need to work on the thermostat on the chili cooker before next year.  Vendor prices will increase next year.  We will have a chair for Sunday cleanup and electrical in 2011.

Childrens Christmas party will be December 11th at the Legion in St Paul Park from 12-3  Leslie will help Lois with the event.  We need to purchase a new santa suit.  We will ask Ed Walsh to be santa.

Next Saturday, Nov 20th is the SCVR appreciation party at the Gaslite.  Also, it is the 5th year celebration of Bill Fleischman owning the Gas Lite.  Night Crawler will be the band.

Membership dues for 2011 need to be addressed.  With the large increase in rider education reimbursement, we need to look at increasing our dues.  BOD is looking for membership input.  Possibly $15/$25.  Dave A. recommends that the prices be the cost of a couple be plus 50% more than the cost of a single (for example, if the cost of a single is $20, the couple membership would be $30)
For couples, we are only really saving on the cost of mailing out newsletters.  The numbers of rider education reimbursement is steadily raising.  We are seeing more couples get reimbursed.for training.  We could possibly look at discounted prices for long standing members – straw poll as to who thinks this would be a good idea to increase the dues – all in favor of the raise in dues.

BOD talked about helping with the Have a Heart charity ride in 2011.  The have asked us to help out with setting up the ride, and to pick the date.  We will need volunteers to help.

New Business
MRF donation – BOD elected to go with a $2000 donation this year.  Because we did well at the Chili Feed, we would like to bump that up to $2500.  We gave a pledge to donate at the MOTM, depending what the general membership passes.  Move to accept $2500 donation the MRF.  Our biggest threat to freedom is in Washing DC where they are fighting.  MSP to accept giving $2500 donation to MRF

Rider Education – We need a volunteer to take over this position.

We are looking to change the rules for rider education.  We spent over $7500 on rider education this year.  If this trend continues, it will bankrupt us.
The new proposed rules are as follows:

Have to be a member in good standing with SCVR for 3 consecutive years.
Must attend a meeting to get reimbursement.
Must get reimbursement before 12-31 of the year the class was taken.
Must be a member at time of class registration.
Reimbursement shall be for actual cost of training, not to exceed 20% above the lesser of MN/WI state sponsored MSF rider course fee.
We will reimburse for all MSF recognized and further safety education rider training.
Reimbursement only upon passing class.
Upon collecting reimbursement, you must have current membership card, receipt for payment, and signed course completion card.

Motion to take a 3 year membership out of reimbursement – seconded
Problem – they would not be a member when they sign up.
Vote – does not pass.

Motion to accept the new guidelines for rider reimbursement as the BOD recommended.  Seconded
Any experienced rider class is the same as always, we stress that basic rider training is pass/fail.  This is more about membership retention, not necessarily the $$.  This would not be a bylaw change, it is a policy change.  It can be changed in the future if needed.  The new rules would take effect 01-01-2011.

Feb 4, 5, 6 international bike show.  Do we want to set up a booth?  BOD will discuss at the December meeting.

Bob Leslie was unhappy that the people he had manning his booth in the Gas Lite parking lot were not allowed to wander in to the Chili Feed grounds.

MRF – Todd Riba
MOTM 2011 will be in Peoria IL.  Chairman of the Coalition of clubs in AZ has noticed that there are a lot of riders that choose to wear a helmet.  We want to support that this is those riders choice.  EPA is looking at renewing motorcycle sound/emissions testing.  They review, they typically raise standards.  They are discussing to have a stamp on the exhaust.  The only way to get these reversed is to have congress remove them.
We are looking for a MRF assistant rep for SCVR.  This person has to be a member of all SMRO’s in the state they represent.

MN Legislative – MN State has contacted us.  State patrol would like to get with  us so we (motorcyclists) can legally stop traffic on rides.

Legislative Reports -
MN – there is an upcoming primary August 10th, this is the election to determine who is on the ballot in November.  You are all encouraged to question your candidates if they support your issues.  If you will be gone Aug 10th because you are out of town, make sure to vote absentee.
WI – federally they are trying to pass a federal helmet law.  It is very important to find out who your candidates are to see where they stand.

PR – Lisa Lundmark is considering stepping down.  If this position interests you, please see Dwight.

Legislative – MN:  Fail to yield did not make it this year.  You can now have a vertical plate as long as you get a collector plate.  This will cost you more.  Make sure to talk to your legislators if you have issues.  Since 1977 MN has not had a governor who has not signed a helmet repeal law.  There will be a new governor next year.
WI:  Everything is out of session right now.  2010 grant $$ is in place.

We have been asked to donate $250 to Hogs for Dogs.  This ride is no longer Harley only.  There is a freeze on donations until after the RBR.  Motion to donate $250 to Hogs for dogs as long as we make $250 profit.  Friendly amendment to the motion so we must make $500 at the RBR.  Accepted.  MSP

Legislative Reports –
MN Fail to yield has passed the house. Stalled in the Senate judiciary committee.
There is a bill to include bicycles in turning on a red light – at this point it looks like it will pass with no unfriendly attachments. We will keep an eye on it.
There is another bill to change the law to allow mc license plates to be either vertical or horizontal.
There were a few SCVR members who were disrespectful to their senators. Please remember to be respectful and to stay focused on why we are there. If you have other issues to discuss with them, please set up another appointment for this.

Dwight/Leslie Smith are stepping down from the newsletter position. They have done it for the last 6 years, and have done a fantastic job. Thank you. The last issue will be the March issue. Juliann Anderson will take over the position. She will step down from the merchandise coordinator – will stay on through the RBR to help the new coordinator.
We won the Federal Legislative Award from the MRF – for influence with Jim Oberstar – chair of transportation.
Last day to submit a name for the Bob Illingworth Award – to be announced at the Mid Winter Membership Drive.
We are strting an advertising contest. We need these ads to offset the cost of the newsletter. $50 for whoever gets the most ads, $50 for whoever brings in the most revenue.

MN- Get signed up for Biker Day at the Capital - Wed, Feb 24th.
Failure to yield will be reintroduced this year. There are 4 bills being introduced (2 senate, 2 house) We are hopeful they will pass.
Phylis Kahn is introducing a bill for bicycles to be able to run read lights – we will watch closely for any motorcycle unfriendly language.
WI- Lobby Day Tuesday, Feb 23rd. Bus to leave the Gas-Lite at 6am. We have a meeting set up with all reps from our area and our senator.
Jim Miller (ABATE region 7B) is here to accept our donation for ABATE WI.
Thank you, this will be used to help get our members to Lobby Day. We expect approximately 500-600 people to come.
State Rep for MRF – Todd Riba, and BOD for MRF.
MRF was having serious financial concerns. All MRO’s answered the call. Thank you for your support. MOTM 2009 raised over $100,000. Thank you. MOTM 2010 will be in Peoria IL.
We continue to keep a close eye on the healthcare bill – so there is not any language about denying because of lifestyle choices.
Transportation bill – we want to make sure some of the tax money we pay when we fill our motorcycles is reinvested in motorcycling. And that there is no blackmailing the states to get a mandatory helmet law passed. MRF lobby day will be in mid May. (Bikers in the Beltway)
Heartland Steam will be in Clear Lake IA April 23-25. See the ABATE of IA website for more information.
MRF is going to try to have more events at the state levels.

Chili Feed is our biggest fundraiser – we are looking at trimming costs where we can.
Daryl Coons – Accident Scene Management
Lead instructor, retired law enforcement officer. Rider since 1967. Accident scene management started in 1996, classes started in 1997. Supported by NHTSA, WiDOT, Rescue Riders / Hupy Law firm and insurance companies. Shows you what to do should you come across a motorcycle accident.
We should look to see if we can get an Accident Scene Management class set up after a general meeting.
Old Business
International bike show. – we spent $600 to do it. We made $300. We will probably not do it again. Our signage was poor – we should really focus more on our mission and our merchandise less.
New Business
We have our PO Box in St Paul Park, the Legion lets us use the back room for our Christmas party. There is an American Legion Riders Chapter starting in St Paul Park.
Possibly the money from our 50/50 could be split amongst 2 members.
SCVR is not a club, it is an organization.
Why are the meetings held in Hudson?
We try to keep it in the St Croix Valley. Dibbos offers us a private room with our own bartender. This way we are not competing with racing, football games, or any other noise.

There are a lot of political challenges and opportunities in 2010. Feb 2 are the precinct caucuses. 5 of the 6 MN political parties will have caucuses that night. These caucuses are run by the political parties. Make sure to go be a part of the process – help to choose the candidates. Check with the city clerk for more information after January 20th.

We are applying for an AMA grant ($1000) to supplement our training funds. If you have any ideas, please let us know. We are meeting with representative Terry Morrow November 21st. 2010 is 20 anniversary for Dial-a-ride.They will be getting a booth at the international motorcycle show. Dial a ride would like to expand the booth size to include other orgs. Possibly ‘Dial-a-ride and friends’. We would get a 10x10 booth for half price. Motion for SCVR to spend up to $800 to be included. $600 for booth, up to $200 for printed materials. Dates Feb 5-7th How many free passes are available per 10x10 space. When there is a larger presence, more people stop by. MN – Legislation is not currently in session.
Federal level – there is an extension to not enforce the lead ban on youth motorcycles.
In another year, there will be a new governor elected. Make sure to go to caucuses to learn about the candidates. Feb 2nd (tues evening). This is where the process starts.
Short session in Feb. Will propose failure to yield again. We will watch for any helmet law attachments/amendments.
Political contribution refund has been eliminated.

WI – ABATE WI mentions the city of Hudson incident at Dibbos. There are more municipalities in WI trying to enforce the same situations.
ABATE WI feels this should be the bars choice.
WI is looking for a definition of a moped. WI will be issuing a special license plate for veterans. Enforcing a stiffer penalty for the use of cell phones/inattentive driving.

Bylaw change 3.2.1 starting the election 2010, no spouse/significant other elected on BOD. This will have to go in front of BOD.
If someone wants to volunteer/step up how can you turn them down for the position? These are elected positions (by the membership) if they feel that they do not want a couple on the BOD, then do not vote for them.
The BOD does not make decisions for the SCVR on their own, they give recommendations to the general membership, then it is voted on.
One problem, the members are not in the position until after they are voted in. Are we saying that spouses cannot run for the positions?
Amendment to the motion:
Spouse/significant other cannot be in top 4 positions (President, Vice President, Treasurer, Secretary) of the BOD effective 2010 election.

WI – legislators have worked out the 2010 budget. They have cut funding for MC safety programs. MC endorsements are on the rise. We need those safety programs more than ever!

There is a younger crowd getting on motorcycles.

Message from Jared – Clydes Corner – a SCVR member was in there recently and wanted to pull the bike in and do a burnout. Upon hearing no, went to the next bar and said they were not biker friendly. This is not true –

Legislative MN –
Legislature is adjourned in MN. MOTM is Sept 24-27th in Bloomington MN. Strongly encourage people to go.
MC bill in TX to take effect in Sept. Redefines the definition of MC. Trikes included.

CA smog testing for MC is no longer required
MO repeal helmet law vetoed by governor.

Presidents intro- Today is the election. It is a beautiful day thanks for coming out today.
Monday is national ride to work day. John Fowler has been diagnosed with cancer. Was given 1-2 months to live.
We are still looking for RBR road guides.
Thank you to last years BOD, you have done a great job. We tried a lot of new things. SCVR made a lot of strides politically.

Legislative Reports
MN – Primary seatbelt law has passed. The press has been pushing the question of a helmet law. SCVR works with the MRF to lobby at the federal level. There are 175,000 endorsed riders in MN. We can make some business cards with pointers about why we do not need a helmet law. Minor bill on HIPPA reform (HR 1253) has passed congress. Does not take loophole out, but it does make it so the insurance companies have to disclose what they are not going to cover.
It is illegal to drive a car with a helmet because it reduces vision and impairs hearing.
WI- There is nothing new in WI, the assembly is closed.

New Business –
John Fowler was always helping at the Chili Feed. Huge supporter of the SCVR. There will be a benefit at the Gas Lite Tavern June 27th. The bar will supply the food. We are looking for bands. We need silent auction items. All proceeds will go to John.

Most miles competition will give bonus miles if you come to the John Fowler benefit.
Next Saturday AIR poker run. Zumbro Falls 12:00
July 26th Ronald McDonald run is going through a town where there are a lot of AIR members. They are willing to give us space for a booth.
Old Timers MC were out on a group ride. 9 bikes went down.
We will get dial a ride business cards at the next meeting.
Ray Miller is an ordained minister. Will do blessings of the bikes/ weddings/ vow renewals.
MOTM 2009 donation forms are available. Take a few and find some business who are willing to donate auction items/cash/hospitality room items.
Any member who wants to go to the sessions, we will pay for the admission.
We collected $300 today for John Fowler today at the meeting.
