Presidents intro: We have a guest speaker, MN Secretary of State Mark Ritchie.  At our last BOD meeting, we agreed that Jill Keilblock would be our 2010 lobbyist.  There are minutes out on the tables today from our last general meeting, and the December BOD meeting.  There is a bylaw change for a finance review committee, and to change to a fiscal year.
BOD meetings are changing from quarterly to bi-monthly.
Bob Illingworth award to be announced at the Mid Winter membership drive.   If you have someone you would like to nominate, please submit to a BOD member.

Guest speaker MN Secretary of State Mark Ritchie

There are a lot of political challenges and opportunities in 2010.  Feb 2 are the precinct caucuses.  5 of the 6 MN political parties will have caucuses that night.  These caucuses are run by the political parties.  Make sure to go be a part of the process – help to choose the candidates.  Check with the city clerk for more information after January 20^th.

 Merchandise we need to do a complete inventory count – and Christy needs help.  See Christy to sign up.

 Membership  We had 1323 members in 2009.  Currently we have 518 members.  390 MN, 105 WI,1 DC, 1 IA, 3 IL, 2 OH, 1 PA, 7 SD, 1 TX, 3 VA, 2 WY, 1 Australia, 1 honorary Hattiesburg MS

We are currently setting up the volunteers for the mid winter party.  Please contact Juliann for more information.

ABATE MN has asked for our MN membership list so they can get the information out for biker day at the capital.  If we were to give this information out, we would only give them the names/addresses.  All other information is removed.
As policy, we should not give out any information to any other organizations without the OK from the general membership. 
Motion that we get the biker day information from ABATE MN and we address/mail it out to our MN members ourselves.

ABATE MN has been mailing out this information for years, why is it a problem now?

MN – Caucuses are Feb 2^nd.  You really can have a lot of input/influence if you attend. 

Make sure to mark your calendar for Biker Day at the Capital Wed, Feb 24th

One bill we will be watching is the red light bill – they want to include bicycles.  Phylis Kahn is carrying this bill.  We will watch it to make sure it does not have any attachments.

Sat, Feb 27^th MC Safety Conference at St Paul Vo Tech.  Sign up at MMSC website.

WI – bills of interest – increasing the penalties for inattentive driving.

Allowing military personnel to put sticker on MC license plates – one concer is where they will get the funding for this.

Bill 596 – to designate HD as official state MC.  HD is pursuing this.

Presidents intro – Renewal letters have been sent out, along with insurance information.  Only one card was sent out per membership.  If you are going to have different beneficiaries, fill out the one card, just add the additional information on the bottom.  Children’s Christmas party yesterday, thank you for volunteering, And thank you Ray Miller for riding your bike there for the pictures. 

MSF is offering a civilian police MC class this year.  It is a great class, you will not regret signing up for it.

We are attempting to get a grant from the AMA for $1000 to supplement our rider education program. 1 ½ weeks ago we met with Tom Bakk from the iron range. Bill Schaeffer (Motorcycle Safety Project Coordinator) from the Minnesota Motorcycle Safety Center) will speak today to us about motorcycle safety conference-how funds from MN motorcycle endorsement/registrations are used-how 2010 funds are used- to answer any questions we may have.I also have a copy of NHTSA statistics from 2008 injury/fatality report. I will e-mail it to you if you would like your own copy.

Road captain – we are getting close to the end of the riding season. Most member miles contest is still going. Legislative report 
MN – Date for biker day at the capital Feb 24. We are making an effort to speak to all governor candidates on mc issues. Anyone is welcome to join us. 
WI- lobby day at the capital is Feb 23rd(Tuesday) Dylan Matsch and Chris Carlson recently attended grass roots lobby training. Learned that we really can make a difference. We are a small group, but we have a large voice.  Got a great understanding on the impact we have.

Guest – Bill Schaeffer (MMSC) – member SCVR, ABATE, MRF Spring conference Feb 27 We need to find a new venue.Possibly St Paul college, campus by the Ford plant. Offering MSF curriculum/group riding/street smarts/basic mc maintenance/current mc statistics – crash data/ impaired riding/dial-a-ride. 2008 impaired riding fatalities over 38%.2009 fatalities down approx. 50, ly about 62. Funding – when you get your license the 1st time, $11 goes to mc safety fund. Renewals, $7 goes to fund. Any $$ left over rolls over to the next year. Budget for 2010 – July 1 to June 30 $909,500 for MC safety. $250,000 communications/public information (includes $10,000 for dial-a-ride) $40,000 exams and licensing $18,500 administration costs 601,000 rider training Training numbers down 20%.Just over 8200 in 2009, 10,600 in 2008.are mc safety materials still going to drivers training in hs? We sent out information in the past, but not lately. Experienced rider courses 431 in 2009, 514 in 2008.we will be adding a civilian police course this year. There are 380,000 mc operators, 224,000 registered bikes. 2010 funding - $ put out with last transportation bill, earmarked for training. 120,000 last year, $130,000 this year. We are applying for an AMA grant ($1000) to supplement our training funds. If you have any ideas, please let us know. We are meeting with representative Terry Morrow November 21st. There is a small cost for the use of a facility. We will be splitting the cost with ABATE/AIR. Motion to contribute $50 for the use of the hall. 
2010 is 20 anniversary for Dial-a-ride.They will be getting a booth at the international motorcycle show. Dial a ride would like to expand the booth size to include other orgs. Possibly ‘Dial-a-ride and friends’. We would get a 10x10 booth for half price. Motion for SCVR to spend up to $800 to be included. $600 for booth, up to $200 for printed materials. Dates Feb 5-7th How many free passes are available per 10x10 space. When there is a larger presence, more people stop by. MSP to go in front of the BOD ABATE MN lake chapter grounded hogs party Feb 6, motion to sponsor this event. There has been a freeze on all donations until after the RBR 2010.

Message from Jared – Clydes Corner – a SCVR member was in there recently and wanted to pull the bike in and do a burnout. Upon hearing no, went to the next bar and said they were not biker friendly. This is not true –

Legislative MN –
Legislature is adjourned in MN. MOTM is Sept 24-27th in Bloomington MN. Strongly encourage people to go.
MC bill in TX to take effect in Sept. Redefines the definition of MC. Trikes included.
FL 3 wheels with cab is no longer considered a MC
CA smog testing for MC is no longer required
MO repeal helmet law vetoed by governor.

Monday is national ride to work day. John Fowler has been diagnosed with cancer. Was given 1-2 months to live.
We are still looking for RBR road guides.

Legislative Reports
MN – Primary seatbelt law has passed. The press has been pushing the question of a helmet law. SCVR works with the MRF to lobby at the federal level. There are 175,000 endorsed riders in MN. We can make some business cards with pointers about why we do not need a helmet law. Minor bill on HIPPA reform (HR 1253) has passed congress. Does not take loophole out, but it does make it so the insurance companies have to disclose what they are not going to cover.
It is illegal to drive a car with a helmet because it reduces vision and impairs hearing.
WI- There is nothing new in WI, the assembly is closed.

New Business –
John Fowler was always helping at the Chili Feed. Huge supporter of the SCVR. There will be a benefit at the Gas Lite Tavern June 27th. The bar will supply the food. We are looking for bands. We need silent auction items. All proceeds will go to John.

Most miles competition will give bonus miles if you come to the John Fowler benefit.
Next Saturday AIR poker run. Zumbro Falls 12:00
July 26th Ronald McDonald run is going through a town where there are a lot of AIR members. They are willing to give us space for a booth.
Old Timers MC were out on a group ride. 9 bikes went down.
We will get dial a ride business cards at the next meeting.
Ray Miller is an ordained minister. Will do blessings of the bikes/ weddings/ vow renewals.
MOTM 2009 donation forms are available. Take a few and find some business who are willing to donate auction items/cash/hospitality room items.
Any member who wants to go to the sessions, we will pay for the admission.
We collected $300 today for John Fowler today at the meeting.
